clean up Conda section in software

Weddie and I had a conversation on the afternoon of November 3.

Up to now, the conda.rst had been a straggler file under "under_review". I think it may have been left over from a merge that I'd started but not finished. Weddie is the expert on this content. So we looked at it and decided that the software.rst was relatively Ok as was, but the conda.rst definitely had stuff that should go in there as well. There might be a slight bit of overlap, but it's much easier to organize and coalate that with them in one document.

So I've pulled the content of conda.rst (from under_review) into software.rst (in the main document, indexed). Weddie can now edit the software.rst file in the proposed_changes branch, eliminate any duplicates, and then that will go into the main branch at the next rollup in 10 days.

is where you go to edit it. I just looked, and it appears to have imported properly.
