Test if we can use RWX on NESE CephFS with lower level of privilege

Motivation

Milan is not comfortable giving us the level of access we thought we needed for RWX. We need to know if we can still use RWX with a lower level of access. Worth asking RH if they know of a way to get OpenStack & OpenShift to access RWX CephFS with lower level access.

Completion Criteria

Confirm if we can or cannot use NESE CephFS RWX with lower-level privileges.
