Player movement isn't locked when riding a bike in shuttle dock mode

Description

If a player is riding a bike (hoverbike, ATV, etc.) and uses the shuttle console, when they go to the Dock tab the movement keys will move the player in addition to the shuttle. The player's movement is properly locked when in the normal mass scanner view.

Reproduction

1. Ride a bike of any kind.
2. Use a shuttle console.
3. Switch to the Dock tab.
4. Attempt to move with the movement keys.

[Observed]: Player character moves.
[Expected]: Only the shuttle moves.
