Ensure spec generation validates conflicts from multiple resource declarations with params like APIs, Databases etc.

Database migrations (handled by fix: handle migration path conflicts for identical database declarations cli#836)
- Any conflicts are not handled correctly due to this
API
- Security

The error should also include a recommended fix (e.g. import reused resources, instead of declaring twice)
