## Notice

All contributions (except by the repo owners) must be opened via pull requests on GitHub. Per the GitHub Terms of Use: "Whenever you make a contribution to a repository containing notice of a license, you license your contribution under the same terms, and you agree that you have the right to license your contribution under those terms."

If your contribution is significant and you are not a U.S. Government employee, you are welcome to add your name and copyright date to the NOTICE header. If you are a U.S. Government employee, the U.S. Government retains the copyright.

By submitting a pull request, you acknowledge that your services are offered without expectation of payment and that you expressly waive any future pay claims against the U.S. Government related to your contribution.
