[BUG] submission_timezone (field) sometimes not set/stored in formio.form record

Sometimes a formio.form record does't have the submission_timezone set/stored.
This doesn't occur on every installation and the cause is still unknown.

Seems the issue could be related with Public User (website) and the website_formio module.
Still need to analyze and make this reproducable.

This issue causes failure with datetime (form) components to be used in modules: formio_data_api, formio_report_qweb, formio_etl.

Experienced / tested in (Odoo) version: 14.0, 16.0
