[NEOS-1708] Optimize SQL Disconnections and Busy signals during sync #3129

We are running into issues with databases reporting busy or disconnecting us during a sync which we are ignoring.

We can be smarter here about halting during a busy signal or if disconnected during a write, attempting to reconnect to smooth over these issues.
