Create plan to update domain address

⚠️ DO NOT UPDATE THE ADDRESS UNTIL WE'RE READY ⚠️

Create a plan to update our domain's address from our GCP server to our backend app on OTP in preparation for us to redeploy our old system onto AWS. We will need to coordinate with the people who have the power to make the update so that we pick a day and time. In addition, we also need them to be on standby in case of critical failure on OTP and we need to point back to GCP.
