Metadata and Data Standardization

@zacharyburnettNOAA, @brey, @pmav99 following up on the discussion we had on the development of searvey and StormEvents, I wanted to start this issue to discuss data standardization.

For metadata @brey provided the template in PyPoseidon:

Which has the following columns

Should we use the exact same thing for searvey?

@zacharyburnettNOAA, @pmav99 can you please write the headers of pandas dataframes outputs of currently supported data sources in searvey and StormEvents

For metadata I would suggest adding:

• ISO tags for country names
• Tags for basin
• Observation interval
• Unit of measurement
• Link for heartbeat check
