Please consider to add a README.md file.

Beside content from issue #1 as

This now manages all the repos and branch protection rules. It should keep everything setup the same way/as desired.

should the README.md tell what the supposed audience is.

Summary: what and for whom.

This is an operational repo intended only for my use. at this point thus a README/doc is ultra low priority.
