Revamp Assets to better support Integration Assets

The Assets Model and APIs need to be updated to improve the asset integration. The following items would cover the majority of the changes required

• Backend: Under Asset Classes, Create a new Class for HL7MonitorAsset #758
• Backend: Migration to change meta.camera_address to meta.local_ip_address #759
• Backend: Create Schema for the meta field of an asset to be the details required for a camera or the details for the HL7 Adapter #799
• Backend: Update asset/action API for proxying Camera Requests through care_be (Details to be Added) #800
• Backend: Update asset/action API for proxying HL7 Monitor Requests through care_be (Details to be Added) #801
• Backend: Migrate asset.meta.middleware_address to facility.middleware_address
