Update deploy targets in Makefile_gcf to require the Google Cloud Console

Unless overridden, they should be allowed to operate only in a Google Cloud Console environment. We have not yet found any other where they work properly. They would probably succeed if run inside an appropriate Docker container. We have not tried that, since the Cloud Shell solution is working for us.
