Reinstate Windows CI to use Github Actions #2859

This issue is based on the need to temporarily disable MLIR-Windows-CI but we want to reinstate the check for the near future. We want to follow the precedent set by ONNX: onnx/onnx#6075

I communicated with folks from Microsoft, and they have no-one currently working on this. If someone is using onnx-mlir on Windows, now would be the time to volunteer a bit of your time to re-instate the CIs.
