This issue is about adding a resolver to measurexlite that mimics what is essentially done by FireFox's TRR2 mode (network.trr.mode = 2). This alows us to opportunistically test for DoH resolver and otherwise, fall back to the system resolver. More here: https://wiki.mozilla.org/Trusted_Recursive_Resolver
