Proposal to add Search to the community

We would like to propose adding Search as project under open-cluster-management. We already had an initial discussion in the community today. Here is the recording

TLDR;

1. This is a feature available under RedHat Advanced Cluster Management for a while.
2. We have found that it is a powerful tool that complements monitoring tools to allow insightful analysis and ad hoc investigation on Kubernetes resources across fleet of clusters.
3. We want to do some enhancements to what is available today and therefore propose moving it to the community and welcome engineers to contribute code and ideas.

based on the previous discussion in the community, the repo name should have a postfix with "-addon". Are we fine to name it as search-addon? Also please advise the maintainer of this repo.
