Issue with ecsobserver and prometheus receiver #17171

When creating a new issue/bug the extension ecsobserver can not be selected.
We have found an issue with a race condition between ecsobserver target file write and prometheus receiver file read and need to raise an issue or start a discussion about how to resolve.
How to approach?
