I Don't know, whether comments to this are needed, but since this is an open issue I give my comment:

V_target is the Ceiling Speed Limit of a specific supervised Target (see 3.13.8.2).

There is also a really buggy representation of target ( t arg et) in whole document, which should be corrected.

If this is no Issue anymore, close it ;-)
