Create Projects Page

A projects page with a listing of Open Chattanooga projects needs to be created.

I'm been trying to figure out how best to do this. I like the idea of having a "official" page on the website where we can list a few project details, project lead and github repo, kind of like the open oakland. This might be considered duplicating the project ideas repo but I think serves a different purpose. The project ideas repo is a good place to propose and discuss ideas where this would be for established projects.

Code for America has been working on a project API, (which is powering http://codeforamerica.org/brigade/index/Open-Chattanooga , for example). It might be worth exploring that as an option. /cc @ondrae
