Governance changes
@edrob999 made clarifications in the governance document. Maintainers considered the changes, gave some feedback and @edrob999 will make additional changes

Changes for the Maintainers files:
Both MAINTAINERS and SPECIAL_MAINTAINERS should merge into a single file, with the roles clearly defined
In the future, if we decide to add reviewer or other categories below maintainer level, we can use another file

Discussion: branch protection ruleset for LocalPV Hostpath/ZFS/LVM

• gh-pages branch needs to not have 'require a PR for commits. Other branches can have this rule.
  • Require approval should be mandated for branches which have this rule.
• Status check IMO should be included for all branches.
• Require resolution of all conversations should be enabled for all branches.
• Require signed commits should be disabled. This is gpg signing, that's not a requirement for us AFAIK.

Please share your thoughts. @openebs/org-maintainers .

I think only development and release branches should required the status checks, etc.

Yes, what we need is to add the DCO status check
