The barest implementation:

Click publish on a unit page and the unit is published - rapid publish only, no review stage
Draft tags on individual components within the unit to display changes to components within a unit, and the whole unit gets pushed back to draft mode and must be republished
Cannot edit locally (possible title change?)

UI

reusing in course - from the content outline page, add a new button under "add unit" and "paste unit" for "use unit from library"
library search modal opens from the course outline page
units can be added one at a time (same component reuse workflow)

Syncing
-same as components
-possibly de-scope - unit side by side comparison
-bare minimum - warning about not being able to edit locally
