It is ok and desired that there are low_voltage buses in the foreign countries. But this implies some adjustment either:
in the clustering in eTraGo, that these buses are dealt with like an (aggregated) heat bus. So they should simply remain, including the link which attaches it to the AC bus, and all connected one-ports. If they are not already aggregated (which they should) they can be aggregated per carrier of course; or
as an adjust network function that puts everything connected to the low_voltage bus to the AC bus and deletes the link.
