Cron schedule for CodeQL seems somewhat arbitrary #1443

Per @orbitalsqwib, currently the CodeQL cron schedule is currently set to run at a somewhat arbitrary 8:41am every Wed.

Curious if there is any reason why this is chosen and if a more standardised time should be chosen.

(Have replicated this same timing in opengovsg/CheckWho#159, a la Chesterton's Fence.)
