Smarter EiC notifications

Currently when an editor runs @whedon accept Whedon notifies the @openjournals/joss-eics team to let them know a paper is ready to be accepted.

This is ok, but not ideal. Some challenges include the EiCs not on rotation having to unsubscribe from this team during the periods they are not on rotation.

One possible improvement would be for Whedon to know who is currently on rotation as the lead EiC and directly @mention that individual rather than the team. This would of course require Whedon to be able to decipher which of the EiCs was currently on rotation during a given week...
