Inform site visitors where the data comes from and how it's processed

Description

Because we're currently managing data manually, it introduces room for human error (see #89). For the sake of transparency, we should disclose how we're handling the data.

Proposed solution

• Add a short section on data handling to the /about-funding-public-safety page that explains where the data comes from (linking back to the reports on /program-impacts page).
