Clarify language around submitted requests and reviews #703

The statuses for outstanding requests is a little confusing. For requests without reviews the status is submitted (by the requester) but when a single review is done it changes to one review submitted. It would make more sense as 0 reviews submitted, 1 reviews submitted, 2 reviews submitted.
