There are multiple hacks added to the project to continue to support angular within the app. This issue is to remove them

I remember trying to use circus as the test runner but stopped as soon as i saw the first error due to AngularJS. There might be others who fail with circus. Our flavor of jasmine2 has been working fine enough to eliminate any urgency for this issue.
