[BUG] Scrolling in a dashboard doesn't work on mobile #4699

Describe the bug

When viewing OpenDashboards in mobile view, scrolling does not work (well).
Especially when there is no data to display in table visualizations, scrolling does not work.

To Reproduce
Steps to reproduce the behavior:

  1. Create an OpenDashboard with a few Table visualizations
  2. Make sure there isn't any data in the dashboard
  3. Open this dashboard on a phone, or with Chrome DevTools with a phone selected in the Device Toolbar
  4. Try to scroll to the bottom of your dashboard

Expected behavior
I expect scrolling to work.

OpenSearch Version
v2.7.0 (AWS OpenSearch Hosted)

Dashboards Version
v2.7.0 (AWS OpenSearch Hosted)

Seems to be the same issue as with ElasticSearch: elastic/kibana#140793
