[Proposal] Remove minimum constraint on OpenSearch hosts to allow empty host

By opting not to employ OpenSearch for storing OpenSearch-Dashboards metadata and leveraging the multi-data source feature to utilize external OpenSearch clusters for data visualization, I can circumvent the necessity for periodic compatibility checks on OpenSearch nodes. These checks, which occur at regular intervals, are currently causing interruptions that hinder the loading of OpenSearch-Dashboards.

• Remove minimum constraint on OpenSearch hosts to allow empty host.
• Bypass node compatibility check when empty opensearch host is configured.
• 'Opensearch is not configured' message in status API when empty opensearch host is configured.
