Meta issue: #14419
Remote State publication is launched as an experimental feature in 2.15. The interfaces for objects to be uploaded and the store which uploads this objects was created here: #13785 .
There are no timing and tracing present in these classes which would help in tracking the time taken in uploads/downloads.

Add timing and tracing in the class RemoteClusterStateBlobStore.
