Describe the bug

Run https://build.ci.opensearch.org/job/release-notes-tracker/ with compile option. It generates the new release notes in root folder instead of release-notes

Run https://build.ci.opensearch.org/job/release-notes-tracker/ with compile option.

Expected behavior

Should generate in release-notes folder
