Refactor popup messages

The popup description for each point of interest is currently contained in a Mustache template within the "popupTemplate" column of the layers.csv file. This isn't an ideal way to maintain this data. Instead, this column should contain the name of a file (e.g. *.mst) which contains the template data for that specific row.
