In the mapping for openstack-dashboard it's possible to see that ussuri is set to 18 and victoria to 19, but looking at the UCA it's possible to see that for horizon the number of the packages are 18.3.5 and 18.6.4, respectively.

Yup; this is also slightly complicated as the code is written such that the major version always changes for a new release of OpenStack; that makes fixing this a little awkward.
