ship tunneler for Ubuntu Noble 24.04 LTS

Add a CPack builder image and Debian package repository for Noble.

Noble uses the new DEB822 style to declare the Ubuntu sources. Adapt the ZET cross-build (Debian Multi-Arch) to use this format moving forward.

Finally, change install-ubuntu.bash to recognize and use the Noble codename. Unrecognized codenames should use noble too because it is the latest LTS, unless we identify a more widely-compatible default.
