Add more common actions to this repository after discussing requirements with Android team. #2

Add more common actions to oppia/common-actions after consulting with the Android team on which actions to move.

Update https://github.com/oppia/oppia/issues as needed.

Note: we should do #1 first to ensure that we are set up to import these actions correctly.

Update: per discussion with @BenHenning on the Android team, we should look at oppiabot.yml on the Android repo to see what Oppiabot stuff is implemented for Android (the main things are probably CLA checks + assignment, but let's double-check to make sure there isn't anything else).
