E4-Standard shape is sometimes failing for free account #45

Currently, the shape is set to VM.Standard.E4.Flex and I get an "out of host capacity" error.
While the same works for VM.Standard.E3.Flex.
It is not a quota issue (at least not from the quota screen). It looks like a limit that is reached by the datacenter.

Current WA, back to the default of E3.Flex
