Update the OBaaS project template for OBaaS 1.4.0 and latest Spring Boot/Cloud versions

Update the OBaaS project template to bring it up to date with OBaaS 1.4/0 and the latest versions of Spring Boot and Spring Cloud.
Also make sure that it includes Testcontainers and that there is a Spring application profile that enables local testing with Testcontainers. Update the generated test to use Testcontainers and Gerald's 23ai fast start image
