Rotation of camera on pan when the current pan is out of min-max limit range.

I am using AXIS Q6128-E Network Camera.
Where we have developed a system to set limit at each zoom level.
Suppose, We have
ZoomLevel MinPan MaxPan
1x 40 80
2x 30 90
3x 20 100
and like so.

Issue:
Suppose I am at 3x zoom with current pan = 20.
Now when I zoom out to 2x an API is called to set the min-max limit for 2x(30 to 90).
We also called another API to move the current pan and zoom out.
But since the current pan is out of range so, instead of moving the camera to 30 degree clockwise the camera made anticlockwise almost 360 rotation.

BUT this issue doesn't occur when
I am at 3x with current pan 100
I zoom out form 3x to 2x.
Call API and set the min-max limit of 2x.
Call another API to zoom out and pan(to current pan).
But the current pan is still out of range.
Here the camera moves to the max limit of 2x i.e 90 degree in anticlockwise direction(short rotation).

Solved when I called the move(pan, tilt, zoom) API first and then,
set limit API.
