How to new cask? (IntuneAppUtil)

Would Microsoft's IntuneAppUtil command line pkg file wrapper be appropriate to submit a new cask for? If so, could someone point me to the right documentation? The new cask docs link to a syntax reference...but the link is dead and I couldn't find the right page...

ok, well actually the page containing the broken link seems to have all the info already so I guess my only question is if IntuneAppUtil might be accepted if I prepared it?
