brew-test-bot keeps getting stuck at brew install --verbose --build-bottle

I created a tap yesterday and have since been trying to get the GitHub action to work. So far, whenever it runs on ubuntu it completes fine, but whenever it runs on a macOS target it freezes at brew install --verbose --build-bottle and I can't figure out why. I have tried running the same command locally on my mac and it works fine. The associated PR can be found here: JLP04/homebrew-homebrew#1.

I tested this with a formula from homebrew-core, which would have passed tests on that repo in order to be merged to master, and it also froze, so I think there's a problem in the default GitHub actions files created when using brew tap-new.
