Casks don't need tests. Only formulae do.

I found dealii install by this steps using c++ compiler

but it will cause problem when using dealii library

  The C++ compiler

Althouth this may be dealii's problem.

Can I set CMAKE_CXX_COMPILER to system when using homebrew?

The actual error you get is

clang++: The build tool has reset ENV; --env=std required.

Can you try to add env :std to the formula?
