Add overscan option like KDE Plasma 6.

Add an overscan option like KDE Plasma for some displays that doesn't have any option for disabling overscan.

I tried to use Linux Mint in my new PC and cannot use it properly because the taskbar has indicators which cannot be seen because my monitor can't fix overscan manually in HDMI mode.

I cannot show any screenshots because i am using another distro because of this pesky problem, and in screenshots it does not show the problem.
