Reviewing the project maintainers (March '23)

Hi all, as an open-source community I think that it's right that we review the github organisation periodically to make sure that it is best fitting our goals.

Right now, neume has three maintainers - myself, @reimertz, and @carolinekabat . This imo is as much a product of the incubation process with HIFI as anything else and doesn't really reflect the work that has/is being done.

I propose that we move @il3ven and @neatonk up to the maintainer level as well. Which will give us far greater capability moving forwards.

Furthermore, @carolinekabat would you be ok with moving down to a member rather than a maintainer? Or @reimertz would you prefer to keep as is as a social backup?

Sounds good to me as well. I think it would also be good to talk about what role maintainers play etc.

Re: role. Right now there's very little outside of the preservation of the ethos of the project, and as an extension the underlying codebase. In other words, making sure that anything added is additional rather than depreciating of the project and its development. But maybe you have more to add @reimertz ?

I moved down @carolinekabat to a member role now. For the rest of us regarding the difference between owner / member, I don't have strong of a opinion and I think it can be a bit fluid now in the beginning. For people who want to be active in the project and take on leading roles, don't see it hurting them being owners.
