Feature: Implement OSCAL to OSCAL transformation API

This issue is related to oscal-compass/compliance-trestle#1727.

The goal here is to explore a transformation API and use cases for common OSCAL to OSCAL transformations.

This includes the following:

• OSCAL Component Definitions to SSP #31
• OSCAL Component Definitions to Assessment Plan #32
• OSCAL SSP to Assessment Plan #33
• OSCAL Assessment Plan to Assessment Results #34
• SSP to a set of OSCAL Components (Verify use case)
• Create a language-agnostic test cases to tie back to the reference trestle issue to assist in refining the transformation API
