The user in a dev container should have the same UID as the user outside. Required for X-Window and prevents ownership bugs with git.

The following changes are required:

Set the userid of the devcontainer user
Add "sudo required" warnings to the testbed
Add optional (behind ENV flag) auto sudo relaunch (See https://gist.github.com/davejamesmiller/1965559)
