[UI] Expose lock and scale buttons only when an automation process exists #1564

Some buttons or elements have a prominent places in the UI even if they are not as relevant as we can expect. Since we want users to be focused, such UI cluttering is problematic.
The "lock" and "scale" buttons are the main example :

These buttons are only usefull when working with automations but they are permanently here on the top left tool bar. The UX study revealed that most users don't even know what they are for and the inspector's description doesn't clarify their usage.
In addition, shortcuts are binded for these two tools (Alt and Shift), these shortcuts interfere with standards shortcuts like the zoom.

Since these tools are for automations, there should be a way to only display them when modifying an automation or to move these buttons to automation's intervals.
