Mentor FAQ: Applicants can't define their own projects #361

Add a section to mentor FAQ about how we can't allow applicants to define their own projects:

Unlike Google Summer of Code, Outreachy does not allow applicants to define the projects they work on. Outreachy mentors must list all intern projects before the mentor project submission deadline.

We do this because many Outreachy applicants don't have experience with open source. People who are new to open source are less likely to know a mentor or be able to come up with a project on their own.

We create a more level playing field by listing all possible projects and how to contact the mentor. We do not allow mentors to add projects for applicants after the project submission deadline. We cannot allow mentors to accept applicants who want to define their own projects.

To add a project at the last minute means that other applicants didn't have the chance to apply for it. It's possible that another applicant would have been a better fit for the project than the person who proposed the custom project. In order to ensure all applicants have a fair chance to apply, we do not allow applicants to define their own projects.

@Preshh0 I don't think this has been worked on, and I would appreciate your help!

You can find the mentor documentation in home/templates/home/docs/community_guide.html.

I think this content should be under the "Internship project guidelines" section.

You can add the new text in section 4, "Internship project guidelines". If you add a new sub-section, make sure to update the table of contents here.

Oh, and you might find the mentor FAQ that we haven't merged into the community guide helpful. You may want to transfer some text from there into the community guide. The text is currently in the Outreachy website CMS, but isn't in the website repository. You can find it here:
