Project skill form: auto-completion enabled only for the first skill

In the form to submit a new project, we are asked to add some skills required for the project.
In the form for the first skill, we have some auto-completion to select the skill from a list of existing values:

The forms for the following skills (Skill 2 and 3, by default) do not have this auto-completion.
