There's no way to copy files in the Content/ folder itself without potentially copying subfolders you don't want. This means that nuget packages must be crafted to put 'root content' in the Content/content/ folder.

I am also having this issue, I even tried putting the file in a subfolder and the file is still not getting copied.
The folders get created fine just no files.
The file is a PowerShell file not sure if that makes any difference.

I hope you can fix this.
