After lots of copying certs around, we find that a CRL (certificate revocation list) related to ILL was considered out-of-date by the STFC server. Update 30/10/19: In fact, it was the client (ILL) which had an out-of-date CRL for the UK eScience CA. Ian Johnson provided a in-date CRL to ILL. This allowed the transfer to proceed further than before; the remote user (Holger) was authenticated OK, write permission to the destination file was agreed, but the transfer got a 'handshake error' before the transfer of data could start. Ian is still investigating.
