this has perhaps occurred some time after April:

collections:
PR1 - created April - collection, items & files HAVE DOIs
DEC2 - created June - collection HAS DOI, BUT item and files do not
MHM; GS2; ECM; NL3; DZ1 - created between August & October - NO DOIs
